In all honesty there is no reason for you to build any level of skill before moving to membership. Developing every skill is much simpler when you have the membership. For low level skills there are fewer skills areas. For more advanced skills, you have more options to train. If it's an option you should join right away.

If you are a member with limited time available, then I strongly suggest increasing the melee and magic combat statistics. Combat allows you to accomplish more including specializing in dangerous areas. Magic is extremely useful for teleports to save massive amounts of time traveling.

It's a good idea to earn a significant amount of money. You could spend most of your time making money. The process of making money is extremely difficult earn f2p, unless you stake (Which is hard to get kills however you can earn millons per hour).

It's all down to the individual's preference. The Magic training is the sole thing that sticks out. Others can be taught much more easily within member areas, in osrs infernal cape any case. I waited a long time before becoming a member because I was convinced that my level of combat and skills weren't enough to justify it. Membership really isn't a upgrade just for the highest levels, though.
